Position Summary

The Accounting & Finance Manager is responsible for overseeing the company's financial health by managing accounting operations, financial reporting, budgeting, tax compliance, and financial strategy. The role ensures accurate financial records, regulatory compliance, cost efficiency, and financial insights that support management decision-making and business growth. The Accounting & Finance Manager works closely with the CEO, Operations Manager, and department heads to ensure financial discipline, operational efficiency, and sustainable profitability.

Key Responsibilities

3.1. Financial Management & Strategy

  • Oversee the company's overall financial planning and management
  • Develop financial strategies that support business growth and operational efficiency
  • Provide financial insights and recommendations to the CEO and senior management
  • Monitor company financial performance and identify opportunities to improve profitability
  • Ensure accounting records are accurate, complete, and compliant with accounting standards
  • Review monthly financial transactions and approve accounting reports

3.2. Financial Reporting

  • Prepare and present monthly, quarterly, and annual financial statements, including:
    • Profit and Loss Statement
    • Balance Sheet
    • Cash Flow Statement
  • Provide financial analysis and performance reports to management
  • Ensure timely closing of monthly and annual financial accounts

3.3. Budgeting & Financial Planning

  • Lead the preparation of annual budgets and financial forecasts
  • Monitor departmental budgets and ensure proper cost control
  • Analyze budget vs actual performance and recommend corrective actions
  • Support strategic planning with financial projections

3.4. Tax Compliance & Regulatory Reporting

  • Ensure full compliance with tax regulations and statutory reporting requirements
  • Oversee the preparation and submission of:
    • Monthly tax returns
    • Annual tax declarations
    • Annual Financial Statement submission to ACAR

3.5. Financial Controls & Risk Management

  • Establish strong internal financial control systems
  • Monitor financial risks and ensure compliance with company policies
  • Implement procedures to prevent fraud, errors, and financial mismanagement
  • Conduct internal financial reviews and audits when necessary

3.6. Cash Flow & Treasury Management

  • Manage the company's cash flow, banking relationships, and financial liquidity
  • Oversee payment approvals and expense control
  • Ensure optimal use of financial resources

3.7. Profitability & Business Performance Analysis

  • Analyze the profitability of service lines, projects, and departments
  • Support pricing strategies and financial modeling
  • Provide recommendations to improve margins and operational efficiency

3.8. Team Leadership & Development

  • Lead and supervise the accounting and finance team
  • Provide guidance, training, and performance evaluation
  • Ensure team members maintain high professional standards and efficiency

3.9. Audit Coordination

  • Coordinate with external auditors for annual audits and financial reviews (when applicable)
  • Ensure all financial records and documentation are properly maintained
  • Implement audit recommendations and compliance improvements

Qualifications

Education

  • A bachelor's degree in finance, accounting, business administration, or a related field is usually required

Experience

  • Strong knowledge in Cambodian Accounting Standards and Taxation Laws
  • Minimum 5–8 years of experience in accounting or finance

Position Summary

The Head of Market Entry & Business Relocation is responsible for leading and managing the strategic planning, execution, and optimization of services related to foreign market entry, investor relocation, visa, immigration, citizenship, and associated setup activities. This includes overseeing business tours, consultation, business visa, work permit, residence permit, insurance, and bank account support. The role is pivotal in ensuring a smooth, compliant, and supportive landing for investors and entrepreneurs entering the Cambodian market.

Key Responsibilities

  • Lead Market Entry & Relocation Services: Oversee the full range of relocation solutions including business tours, investor orientation, landing support, and onboarding
  • Immigration & Personal Setup: Supervise client support for business visa, work permit, residence permit, health insurance, and personal/company bank account opening
  • Citizenship by Investment: Manage end-to-end coordination of citizenship application processes, working with legal and government stakeholders to ensure accuracy and confidentiality
  • Business Tour Management: Design and lead investor tours, coordinate with internal departments and external partners to deliver insightful and high-conversion experiences
  • Market Research Execution: Oversee custom research and feasibility studies to support market entry, including data collection, analysis, and reporting on industry trends and regulatory landscapes

Job Summary

The HR Compliance Manager is responsible for delivering, managing, and supervising HR compliance services for clients, ensuring full compliance with Cambodian Labor Law, Immigration Law, and relevant ministerial regulations.

This role is 100% client-focused, covering employment contracts, payroll compliance, NSSF administration, labor inspections, foreign workforce compliance, HR policy creation, and advisory services as defined in the HR Compliance Service Agreement.

The position requires strong technical HR compliance knowledge, client advisory capability, project management skills, and the ability to manage multiple client portfolios while ensuring service quality, timeliness, and legal accuracy.

Key Responsibilities

3.1 Client HR Compliance Service Delivery

The HR Compliance Manager is responsible for delivering and overseeing the following services to clients:

Employment & Labor Compliance

  • Draft, review, and customize employment contracts (Khmer & English)
  • Advise clients on Fixed Duration Contracts (FDC), Unfixed Duration Contracts (UDC), probation, termination, seniority pay, and severance pay
  • Support company declaration in LACMS and enterprise book registration
  • Register salary books and computerized payroll systems with MLVT
  • Prepare, submit, and follow up on Internal Rules and HR policies to the Ministry of Labor

Payroll & Compensation Compliance

  • Ensure payroll calculations comply with Cambodian Labor Law
  • Oversee seniority pay tracking, TOS calculation, and payslip compliance
  • Review payroll submissions prepared by team members before client delivery

NSSF Administration

  • Manage NSSF registration, monthly contribution calculations, submissions, and employee deregistration
  • Advise clients on NSSF compliance for health and occupational risk schemes

Staff Movement Management

  • Handle staff onboarding and offboarding declarations (in/out)
  • Coordinate labor book registration and deregistration
  • Support physical health certificate processes where required

Expat & Foreign Workforce Compliance

  • Manage foreign worker quota applications and renewals
  • Coordinate business visa, work permit, and employment card processing
  • Ensure compliance with FWCMS requirements and calendar-year regulations

Labor Inspection & Audit Support

  • Prepare clients for labor inspections and self-declaration exercises
  • Attend labor inspections with clients when required
  • Rectify non-compliance findings and submit corrective documentation

3.2 HR Advisory & Policy Development

  • Provide HR compliance advisory services (hourly, quarterly, or annual packages)
  • Develop full sets of HR policies for clients, including:
    • Internal Rules
    • Leave Policy
    • Overtime Policy
    • Mission & Allowance Policy
    • Performance Management Policy
    • Recruitment & Training Policies
  • Advise management and HR teams on best practices aligned with Cambodian law and market standards

3.3 Client Relationship & Account Management

  • Act as the main point of contact for assigned HR compliance clients
  • Manage multiple client portfolios simultaneously while meeting service timelines
  • Coordinate document collection and follow-ups with clients
  • Ensure service quality, accuracy, and professional communication at all times

3.4 Team Supervision & Quality Control

  • Supervise HR Compliance Officers / Executives within the HR Service Line
  • Review and approve compliance submissions before client delivery
  • Provide technical guidance, coaching, and on-the-job training to team members
  • Maintain standardized templates, checklists, and tracking tools

3.5 Reporting & Performance Tracking

  • Maintain compliance trackers for all clients (quota, visa, work permit, contracts, payroll)
  • Prepare monthly service delivery and revenue reports for management
  • Support billing validation by confirming completed services against invoices

3.6 Risk Management & Professional Standards

  • Stay updated on changes in Cambodian Labor Law, MLVT Prakas, and immigration regulations
  • Identify compliance risks and proactively advise clients
  • Ensure confidentiality of all client data and documents
  • Uphold professional ethics and service standards of Making It Easy Co., Ltd.

Requirements

4.1 Education & Experience

  • Bachelor's degree in Human Resources, Business Administration, Law, or related field
  • Minimum 5 years of experience in HR compliance, labor law, or HR outsourcing
  • Strong hands-on experience with:
    • Employment contracts
    • NSSF
    • Payroll compliance
